Pace the reader by transmitting (sending) the report. When the report was requested or authorized, say so. Dear Mr. Toplinger:

Here is the report you authorized on 6 December 20xx investigating three software packages to replace our current general ledger system. The system I recommend is McCormack & Dodge's G/L Plus.

The middle paragraphs provide the abstract of the report, with emphasis on conclusions and recommendations. For short reports, the abstract in the letter of transmittal may be the only abstract provided. The three software systems you asked me to check are all good systems. G/L Plus, however, stood out because of its power and excellent user interface. This will be an easy system to introduce because it is so intuitive. It is slightly more expensive than the other two systems, but we will quickly make up for that cost because the system will require much less training than the others and will also result in fewer erroneous entries.

The other packages, ABS Ledger and Plaza's Ledgerdemain, would also serve our purposes. Both are robust, multiuser systems designed for the AS/400 in a networked environment like ours. All three systems would accommodate our growth plans for the next several years. G/L Plus calculated profits and losses based on 1000 entries more quickly than either Ledger or Ledgerdemain, and everyone who used it agreed that it had the best interface.

Letters and memos of transmittal traditionally end on a positive, forward-looking note. I have appreciated the opportunity to investigate these systems for you, Mr. Toplinger, and would be glad to answer any questions you may have about the report.
    Sincerely,

Mary Lubecker
